Science journalists and National Associations may take advantage of a financial support by the EUSJA under the following conditions:
A. Promotion of individual visits to science sites of science journalist from Eastern European countries to Western European countries
1. The journalists taking advantage of the scheme have to be members of their national association represented in the EUSJA.
2. They work out a plan for their visit of a scientific site in a Western European country including indications regarding publication (where? what? circulation?). Projects can be elaborated for individual journalists and small groups (2—4).
3. They present the project to their national association and get the written approval of their board. The national associations make sure that as many members as possible can profit from the scheme.
4. They contact the national association of the host-country (president or EUSJA-delegate) and submit their project to this partner. The partner countries are expected to give support, in particular as regards general information, contacts to the sites concerned, accommodation (if possible) as well as local travel expenses (if possible). A journalist of the partner country is expected to accompany the journalists on their visit.
5. Once the project is defined, the journalists elaborate a detailed budget stating in particular uncovered costs. This budget is to be sent to the EUSJA president together with the outlines of the project and the national approval. The EUSJA will cover mainly international travel expenses, possibly also accommodation and local travel expenses within a reasonable limit.
6. After the visit has been completed, they send proofs of their publications (clippings, tapes) to their national associations, to the partner association and to the EUSJA-Board. Journalists who do not send in proofs without founded excuse will not be able to take advantage of the scheme furtheron.
7. They send an account of the expenses and proofs to the EUSJA. Excess credits will be refunded to the partner organisation.
8. The EUSJA Board gives credits under this scheme within its budgetary limits in the order of the arrival of the requests. Once the credit is used up, visits will have to be postponed to the following year.
9. Generally, and not within this scheme, delegates of Eastern European countries can request that their travel expenses and/or accommodation costs to Board meetings be covered. The officers (or the president) decide within the budgetary limits.
B. Promotion of visits to science sites for members of the national EUSJA associations
1. In order to promote the organisation of visits to scientific sites the EUSJA can support organisers who are not able to cover their expenses by means of sponsors or own financial contributions.
2. Organizers must be members of the EUSJA and their national associations.
3. Via their delegates, they submit a request to the officers stating their financial needs.
4. The EUSJA can participate in covering the costs for accommodation, local travel and international travel from Eastern countries up to a limit of normally _ 1000 (not exceeding _ 1500).
5. Credit can only be given if the visit will provide free accommodation and local transport for the participants. Visits should not exceed 20 participants and 2 per country (as a rule).
6. The organizers send their request (or hand it in at the general assembly via their delegates) with a description of the project and a detailed budget.
7. The EUSJA will pay its contribution as soon as the officers have decided so that the money is available to the organizer before the visit. The credit is regarded as a forfeit.
8. The EUSJA Board gives credits under this scheme within its budgetary limits in the order of the arrival of the requests. Once the credit is used up, visits will have to be postponed to the following year. If the credit is not used up in the current year, the remaining sum may be added to the budget credit of the following year.
8. The organizers send a report on the visit including a detailed account to the EUSJA.
